Indian Army seeks vendors for 23mm anti-drone ammunition manufacturing

The Indian Army has issued a request for information (RFI) to identify vendors for the manufacturing of 23mm anti-drone ammunition under the “Make in India” initiative. The Directorate General of Army Air Defence (AAD-8) is overseeing the initiative, which aims to boost domestic defence production and counter aerial threats effectively.

The RFI outlines the technical requirements, eligibility criteria, and vendor selection guidelines. Vendors must submit their proposals through a “single stage-two bid system”, with separate technical and commercial bids. These proposals will be evaluated by a technical committee, followed by field trials on a “no-cost no-commitment” basis. Vendors meeting the technical and operational specifications will be shortlisted, and contract negotiations will determine the lowest bidder for the project.

The project mandates at least 50% indigenous content in materials, components, or software, as per the Defence Acquisition Procedure (DAP) 2020. Vendors will also need to provide product support, including spares and maintenance tools, to ensure the long-term viability of the ammunition. Additionally, a performance-cum-warranty bond worth 5% of the contract value is required, along with adherence to an integrity pact where applicable.

The deadline for submitting proposals is February 17, 2025. Submissions must be sent in sealed envelopes labelled “23mm Anti-Drone Ammunition.”

A senior Army official emphasised, “This initiative reflects the Army’s commitment to addressing modern security challenges, particularly the growing threat posed by drones.” The project also aligns with the government’s “Atmanirbhar Bharat” vision, which aims to encourage domestic innovation and reduce reliance on imports.
