In a significant development for India’s railway sector, Texmaco Rail & Engineering Ltd and Rail Vikas Nigam Ltd (RVNL) have signed a strategic Memorandum of Understanding (MoU) to jointly execute large-scale railway infrastructure and rolling stock projects in India and abroad. The alliance marks a pivotal step towards accelerating the modernisation of the country’s railways while reinforcing India’s position in the global mobility ecosystem. RVNL, a Navratna Public Sector Enterprise under the Ministry of Railways, and Texmaco, a leading private sector player in rail engineering and manufacturing, will collaborate to leverage each other's strengths — combining RVNL's execution expertise with Texmaco’s manufacturing and engineering capabilities.

“This partnership is a powerful step forward,” said Shree Pardeep Gaur, Chairman & Managing Director of RVNL. “By aligning our capabilities, we aim to unlock new opportunities in railway infrastructure development, both in India and internationally. It reflects our shared commitment to Atmanirbhar Bharat and to creating cost-effective, innovative, and future-ready solutions.”

The collaboration will focus on the joint execution of rail and allied infrastructure projects through nomination, competitive bidding, or consortium arrangements. Notably, the companies will bid jointly on tenders for manufacturing and maintenance of freight rolling stock, including wagons and associated systems. Importantly, the partnership allows for joint participation in tenders even where one party may not independently qualify, enabling enhanced market access and more synergy-driven project delivery. The duo will also jointly explore operation and maintenance (O&M) services for rolling stock and railway workshops — particularly those floated by the Railway Board.

Shree Sudipta Mukherjee, Managing Director, Texmaco Rail & Engineering Ltd, called the MoU “a powerful step towards co-creating the future of railways in India and beyond.” 

He added, “From next-generation freight cars to green infrastructure and smart metro systems, our combined strengths will help unlock new frontiers in innovation and engineering. We are building the railways of tomorrow while empowering the nation’s industrial backbone.”

The MoU spans a wide array of sectors within the railway and metro infrastructure space:
  • Infrastructure Execution: Joint development of track laying, electrification, and signalling systems, including urban metro projects.
  • Rolling Stock: Joint bidding for manufacture, operation, and lifecycle maintenance of wagons, metro coaches, EMUs, MEMUs, and more.
  • Advanced Manufacturing: Plans to set up a state-of-the-art wheelset manufacturing unit to improve domestic supply chains and reduce import dependence.
  • Repurposing Railway Assets: Revitalising underutilised railway manufacturing units to support modern coach and bogie production.
  • Metro Coach Localisation: Co-developing metro coaches and trainsets that are both cost-effective and indigenously manufactured.
  • Engineering, Procurement & Construction (EPC): Joint execution of EPC contracts for private freight terminals, as well as core railway systems like telecom and automation.

Both companies intend to invest in Research and Development (R&D) and pilot projects focused on digitalisation and automation, artificial intelligence (AI) in rail operations, and green technology adoption for sustainable rail infrastructure.

The collaboration will also explore proof-of-concept deployments for emerging technologies, underscoring the companies' shared vision for long-term value creation and ecological responsibility.

This partnership aligns with national priorities like ‘Make in India’ and ‘Atmanirbhar Bharat’, promoting localisation, job creation, and self-sufficiency in critical rail infrastructure components. Texmaco is already a key manufacturer of freight cars for Indian Railways and exports to global markets. The company has strategic partnerships with Wabtec and Touax, and operates seven manufacturing facilities across West Bengal, Gujarat, and Chhattisgarh. RVNL, on the other hand, has implemented rail and metro projects across India and is expanding its footprint internationally.

The MoU between Texmaco and RVNL is more than a business agreement — it represents a strategic alignment of public and private sector expertise, promising to redefine the future of railway development in India. With this alliance, both entities are poised to build world-class rail systems that are efficient, sustainable, and globally competitive. As India steps into an era of rapid industrial transformation, such collaborations are expected to be instrumental in achieving the country’s ambitions of becoming a global leader in mobility, manufacturing, and infrastructure innovation.
