Slow progress hampers development of electronic manufacturing at Tuem

The development of the Tuem Electronics System Design and Manufacturing (ESDM) Park is moving at a sluggish pace, with basic infrastructure still inadequate. Despite the allocation of plots to nine companies, progress has been slow, with another 10 applications under review. The primary reason for the delay is the lack of essential amenities such as power and water, causing companies to hesitate in setting up their manufacturing facilities.

The commissioning of a 33/11kV substation, built at a cost of Rs 428 million, is significantly delayed. The deadline for the substation's completion, after two extensions, was set for April 13. However, only 95% of the work has been completed so far. Additionally, the incomplete water infrastructure at Tuem ESDM Park remains a significant concern. While a 1,200 cubic metre sump and water supply pipelines have been completed, the 650 cubic metre overhead reservoir and pumping system are still under construction. As a temporary solution, the government has proposed utilizing the 1,200 cubic metre sump to supply water.

"To date, nine plots have been allotted. However, the industries/companies have yet to begin setting up their units. No applications for electricity connections have been received from plot owners," said the Department of Information Technology, Electronics, and Communications.

The department has allocated plots to Kenkre Generators Sales and Service, Mega Electricals, Samanvii Digimedia Art and Solutions, Sol Innocab, Prestine Engineering Services, Natekar Industries, Salvonic Technologies, Zen Technologies and Thinvent Technologies. Four applications were rejected. Aequs, a leading aerospace precision engineering firm, had expressed interest in setting up a manufacturing unit at Tuem ESDM Park with an investment of Rs 5 billion but shifted its focus to other states due to the delays.

To attract more investments, the department is formulating a policy for electronics system design and manufacturing. The slow pace of development is evident, as the foundation stone for the Tuem cluster was laid in June 2015 by then Chief Minister Laxmikant Parsekar. The current expectation is for the Tuem park to be ready by October 2024.
