Himachal Pradesh's industry minister, Harshwardhan Chauhan, declared that industrial units failing to comply with the government's directive of having 80% local workforce will be denied incentives. Chauhan revealed that currently, 81% of the state's workforce in the 27,719 operational industrial units is locals. Out of the total 2,28,977 employees, 1,86,289 are from Himachal Pradesh, as stated by Chauhan in response to queries from K L Thakur (MLA from Nalagarh) and Inder Dutt Lakhanpal (MLA from Barsar) during the state assembly session.

According to the Himachal Pradesh Industrial Investment Policy-2019, genuine Himachalis must constitute 80% of the workforce in industrial ventures. In the Baddi Barotiwala Nalagarh industrial area, where 94,560 workers are employed in 2,714 industrial units, the local workforce percentage stands at 72.60%, Chauhan added.

Addressing concerns raised by Hoshyar Singh, an independent MLA from Dehra, regarding locals not being employed in the Central University, the minister assured Singh that the issue would be investigated. Responding to a suggestion by BJP MLA Sukh Ram Chaudhary that the names and other details of employees should be displayed on industrial unit notice boards, the minister confirmed that his department would ensure these details are made available.

Chief Minister Sukhvinder Singh Sukhu highlighted that the people of Himachal Pradesh tend to pursue clerical and technical occupations, resulting in a high number of Gorkhas being employed in apple orchards. Additionally, in lower regions, 50% of field laborers are from Orissa.
