GOI tightens disclosure norms for domestic solar manufacturers

The Indian government has strengthened oversight of domestic solar cell and module manufacturers by mandating that they upload annual import and export details, as well as the locations of their manufacturing facilities, to two designated online portals. This directive, issued via a notification on August 7, requires companies to self-certify as producers of indigenous solar components. Their submissions will be reviewed by the National Institute of Solar Energy (NISE), an autonomous body under the Ministry of New and Renewable Energy (MNRE).

Earlier this year, the government launched the Rs 750 billion PM Surya Ghat Muft Bijli Yojna to provide 300 units of free solar electricity to 10 million households. A key condition of this scheme is that the solar components used must be sourced from Indian manufacturers. This is part of a broader effort to reduce reliance on imported components, primarily from China, as India aims to add 200 GW of solar energy capacity by 2030, up from its current 85 GW.

The notification is part of the Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirements for Compulsory Registration) Order, 2019 (ALMM), which came into effect in April. Originally issued by the MNRE, the ALMM requires solar module manufacturers to voluntarily undergo inspections by NISE to be listed as approved manufacturers, ensuring they are legitimate producers rather than mere importers or assemblers.

Existing ALMM-listed manufacturers are required to upload data on their solar photovoltaic (PV) manufacturing facilities from April 2023 within four weeks of this order. Failure to comply may result in de-listing from the ALMM.

"The amendments also address Domestic Content Requirement (DCR) compliance through a new digital portal. This policy, crucial for boosting local manufacturing, has faced enforcement challenges due to the rapid growth of the solar industry," said Gaurav Upadhyay, Energy Finance Specialist,India Sustainable Finance. "The new portal will enhance transparency and streamline the DCR verification process ensuring manufacturers adhere to domestic content standards."
