DDP launches 5th positive indigenisation list of 346 defence items

In a significant step towards boosting self-reliance in defence production and reducing dependency on imports, the Department of Defence Production (DDP) under the Ministry of Defence has unveiled the fifth Positive Indigenisation List (PIL), featuring 346 essential items. These items, which encompass line replacement units, systems, subsystems, assemblies, sub-assemblies, spares, components, and raw materials, will now be procured exclusively from the Indian industry. The import substitution value of these items is estimated at Rs 10.48 billion.

The Srijan Portal, launched in 2020 by the Ministry of Defence, facilitates the indigenisation efforts by allowing Defence Public Sector Undertakings (DPSUs) and Service Headquarters (SHQs) to present defence items to industries, including MSMEs and start-ups. This initiative aligns with Prime Minister Narendra Modi's 'Aatmanirbhar Bharat' mission, which aims to achieve self-sufficiency in defence production. Defence Minister Rajnath Singh has been instrumental in driving this initiative forward.

DPSUs such as Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), and Bharat Dynamics Limited (BDL) will lead the indigenisation of these items through various routes, including the 'Make' procedure and in-house development, involving industry players and MSMEs.

This initiative is expected to stimulate economic growth, boost investments in defence, and reduce reliance on imports. It will also enhance the design capabilities of the domestic defence industry through collaboration with academia and research institutions.

The Ministry of Defence's announcement follows the successful indigenisation of 2,972 out of 4,666 items from the previous four PILs, resulting in an import substitution value of Rs 34 billion. Additionally, the Department of Military Affairs (DMA) has released positive indigenisation lists of 509 items, covering sophisticated systems, sensors, weapons, and ammunition.

Since June 2024, over 36,000 defence items have been offered for indigenisation by DPSUs and SHQs, leading to the successful indigenisation of over 12,300 items in the past three years. Consequently, DPSUs have placed orders worth Rs 75.72 billion on domestic vendors, marking significant progress towards fostering self-reliance in India's defence manufacturing sector.
