Cabinet approves Vigyan Dhara scheme to boost bio-manufacturing in India

The Union Cabinet has approved a new biotechnology policy designed to advance ‘high-performance bio-manufacturing’ in India and create significant employment opportunities in the sector. The policy, named BioE3 (Biotechnology for Economy, Environment, and Employment), aims to expedite technology development and commercialisation through the establishment of bio-manufacturing centers, bio-AI hubs, and bio-foundries.

Union Information and Broadcasting Minister Ashwini Vaishnaw highlighted that the BioE3 policy is expected to catalyse a biotechnology revolution, transforming the sector into a major economic driver and generating numerous jobs. “To achieve this, we need an appropriate policy framework,” Vaishnaw said at a press briefing.

The BioE3 policy will focus on six key areas: bio-chemicals, bio-enzymes, and bio-polymers; smart proteins and functional foods; precision bio-therapeutics such as gene therapy for sickle cell anemia; bio-fertilisers, bio-pesticides, biofuels, and biochemicals; and marine and space applications. 

The policy aims to enhance regenerative bio-economy models, promote green growth, and expand India's skilled workforce, thereby boosting job creation.

Additionally, the Cabinet approved the merging of three umbrella schemes from the Department of Science and Technology into the new 'Vigyan Dhara' program. This Rs 105.8 billion initiative, set to run over five years, will focus on building science and technology capacity, and fostering research, innovation, and technological development.
