New Delhi; June 6, 2018

Department of Industrial Policy & Promotion (DIPP) had notified the Public Procurement Order (PPO) on June 15, 2017 to encourage Make in India and promote domestic manufacturing and production of goods and services in India. The order is applicable to all the Government Departments.

The Government has also mandated all other Departments to come out with their own Public Procurement Order, in accordance with PPO 2017, to promote domestic value addition in their sector. DIPP has now invited detailed inputs from the industry with regard to the local/domestic content for all the sectors.

Given below are some of the recent developments related to PPO 2017:

• Public Grievance mechanism on Central Public Procurement Portal (CPPP): Public Grievances can be registered online for any complaint reg. flouting of “PPP-MII Order” in tenders uploaded by all CentralGovernment organisations.
• Awareness on amendment to the PPP-MII Order to include works, including turnkey works. Besides goods and services, all works (including turnkey works) also now brought under ambit of Public Procurement (Preference to Make in India) Order. Revised Order issued on May 28, 2018.
• CVC Directions: CVC has directed all CVOs to exercise oversight on all contracts over Rs five crores so as to ensure that restrictive and discriminatory clauses against domestic suppliers are not included in the tender documents and that the tender conditions are in sync with the PPP-MII Order, 2017. Independent External Monitors appointed by various agencies directed to keep in view the provisions of PPP-MII Order, while exercising their functions/ duties.
• Indian Railways E-procurement System (IREPS) Portal: Online Grievance filing mechanism.
